Wiltshire Council has given its approval to the design for a 248-home development located outside a town. The western area planning committee granted its consent on December 4 for the reserved matters application pertaining to the Elm Grove Farm site in Trowbridge. Representatives from Redrow Homes were present at the meeting and conveyed to councillors that the project would be an “asset to the town.” Councillor Antonio Piazza noted that while Redrow Homes has demonstrated a willingness to modify the plans, concerns expressed by the community remain “unaddressed.” Local residents attended the meeting to voice their anxieties regarding the potential impact on their privacy and the bat mitigation strategy, as well as highway-related issues such as the positioning of the hammerhead turning point on Drynham Lane. Mr Piazza stated: “It is imperative that this development is held to the highest standard, ensuring the preservation of our environment on the site, infrastructure, and most of all the quality of life of existing residents and new residents.” A spokesperson for Redrow Homes asserted that the applicant had diligently worked to satisfy the requirements of the bat mitigation strategy. He remarked: “The lighting impacts of the layout have been subject to a great deal of scrutiny, and the conclusion of the scheme is that it is appropriate, and the impacts are acceptable.” “We recognise that there have been concerns raised by the public in relation to ecology, highways and surface water matters, but in all of these cases, officers have been satisfied that the detailed and not indicative proposals work and that the scheme has been supported with no technical objections being raised.” The proposed development is also anticipated to provide several key advantages, including 248 open-market, affordable, high-quality, and well-designed homes that will contribute to meeting existing needs. The committee ultimately resolved to approve the reserved matters application, indicating that they would welcome the applicant’s offer to re-evaluate the siting of the hammerhead turning at a future date.
