Officials on the Warwickshire County Council have received a recommendation to implement annual council tax increases of 5% through 2030. This measure aims to address the escalating expenses associated with public service provision. The county council has outlined strategies to achieve nearly £80 million in savings between the upcoming year and 2030, in an effort to stabilize its finances. Proposed reductions affect services like family centers, street lighting, and highway maintenance. Additionally, certain services, such as home-to-school transportation for children with special educational needs and disabilities (SEND), might undergo redesigns to generate cost savings. These potential savings are detailed in a budget report, scheduled for review by the leadership of the Conservative-controlled authority during the upcoming week. While local authorities are legally mandated to establish balanced budgets, Warwickshire County Council’s projected funding will be insufficient to cover its expenditures over the next five years. Specifically, for the next financial year, a deficit of £41 million is anticipated between planned spending and available funds. The council identified social care, home-to-school transport, and SEND as areas of significant financial strain due to high costs and demand. These two services, home-to-school transport and social care, collectively represent 71% of its net budget, according to the council. The council stated that without additional central government funding, “this will result in increasingly difficult decisions each year being needed to balance the budget.” The budget report indicated that the council is not currently facing the prospect of issuing a section 114 notice, which signifies effective bankruptcy. However, it clarified that this status relies on future government funding announcements and the trajectory of SEND services. The budget report proposed raising council tax in Warwickshire by the maximum allowable 5% for the 2025-26 financial year and each subsequent year through 2030. The report emphasized, “Without the additional council tax income material levels of additional budget reductions would need to be approved.” The Labour government has verified that the highest permissible increase for councils with social care duties in the coming year will be 5%. Warwickshire County Council indicated that “taking the maximum 4.99% in 2025-26 and each year thereafter will provide sufficient resource” to “best handle financial uncertainties.” Any council tax increases projected for years after 2025-26 are currently assumptions incorporated into financial forecasts. The council put forward a recommendation for £22 million in savings during the 2025-26 financial year, escalating to nearly £80 million by 2030. According to the budget report, the suggested service reductions account for approximately 6% of all proposed savings. The proposed reductions encompass: Furthermore, options for service redesign are being considered, such as initiatives to save approximately £2 million on home-to-school transport for children with SEND through implementing “things more cost-effectively.” The Conservative leadership of the council is expected to finalize specific savings in the upcoming months, prior to a vote by councillors on the budget in February. This budget will be the final one before the county council elections scheduled for next May. Copyright 2024 BBC. All rights reserved.
