Two men have been charged subsequent to the recovery of cannabis valued at £6.1 million during a police operation conducted in Manchester. Craig Tomlinson, 50, from Motherwell, and Xiaowu Chen, 56, from Manchester, appeared in distinct magistrates courts, facing charges related to supplying the illicit substance. British Transport Police reported that 250kg of cannabis was located at a property within Manchester. This finding was part of a county lines taskforce operation, which involved stopping and searching 45 individuals, alongside conducting raids at three separate addresses in Manchester, Rochdale, and West Mercia. County lines describes organized crime networks that facilitate the transportation of drugs across police and council boundaries, often by coercing vulnerable individuals into participation. The operation also resulted in a 17-year-old being charged with intent to supply heroin and crack cocaine. Additionally, a knife and £30,000 in cash were confiscated. Two children were referred to safeguarding services after officers intervened on the rail network. Furthermore, one adult was safeguarded at a “cuckooed” address, a term used when a criminal takes over the home of a vulnerable person for purposes such as sex work or drug activities. Operation Blume was spearheaded by British Transport Police, with support from other forces and the National Crime Agency. Detective Superintendent Craig Payne, of BTP’s County Lines Taskforce, described it as a “hugely successful operation”. He stated: “Our dedicated team works across the whole rail network every day tackling this exploitative activity and is pivotal in intercepting the supply of drugs and making safeguarding interventions to protect vulnerable people.” Craig Tomlinson and Xiaowu Chen were remanded in custody and are scheduled to appear at Manchester Crown Court on 12 December.
