Jinshuo Dong, 24, and Jingshu Wong, 28, both Chinese nationals, have each received a three-year prison sentence. They were identified as “foot soldiers” in a cannabis delivery scheme that aimed to import £1 million worth of the drug into Leeds from Canada, where cannabis is legal. The operation involved recruiting university students to accept deliveries of cannabis parcels at their residential accommodations. The scheme came to light in April following the arrival of multiple drug parcels at student residences including Iconinc, The Glassworks on Cardigan Road, and the Terry Frost building on Whitelock Street. West Yorkshire Police reported that a Chinese man, not recognized as a resident, attempted to collect some of these parcels from the accommodation. Staff denied him entry and retained the packages, which police subsequently discovered contained approximately 9kg of cannabis. Two of these packages were addressed to a student residing in the building who had previously received similar deliveries. This student was arrested, and investigations revealed he had been compensated for accepting the parcels, though he claimed ignorance of their contents. Dong and Wong were apprehended on May 2 at Dong’s residence in East Parade. They were taken into custody on suspicion of the improper importation of goods with intent to evade the prohibition on importation. After initially denying the charges, both individuals later entered guilty pleas and were subsequently sentenced at Leeds Crown Court. During the court proceedings, it was disclosed that Border Force had identified a pattern of similarly packaged parcels originating from Canada. Authorities intercepted 63 such parcels linked to the defendants, which collectively contained 108kgs of cannabis. The estimated street value of this intercepted quantity exceeded £1 million.
