Torbay’s redeveloped harbourside is scheduled to become accessible to both pedestrians and vehicles on Friday evening, coinciding with the launch of the Bay of Lights Illumination Trail. Torbay Council stated that this project, its initial undertaking funded by the Town Deal, presents an “enhanced area” adjacent to the harbourside. This development also allows the Grade II-listed Mallock Clock Tower to be viewed closely “for the first time in decades.” The redesign, which was community-led, included the installation of new seating, lighting, and bike parking facilities. It is anticipated that these additions will draw more people to spend time in the area. The Strand, which had been closed for over six weeks to facilitate the scheme’s development, is set to reopen at 17:00 GMT. Reconfiguration work has been completed at the junctions of Fleet Street and Torwood Street/Victoria Parade. Additionally, roads have undergone resurfacing, and new road markings have been applied to align with the updated highway layout. Bus services have been permanently moved to Cary Parade, where new zones featuring shelters and seating for passengers have been established. Diverted bus routes are scheduled to resume their regular timetables starting Saturday 30 November. The council indicated that certain construction activities would persist until mid-December; however, these would not impact the Illumination Trail, scheduled live music events, or traffic movement. Councillor Chris Lewis, who serves as Deputy Leader and Cabinet Member for Place Development and Economic Growth at Torbay Council, expressed that the council was “looking forward to welcoming everyone” to observe the redesigned areas. He stated: “I’d like to thank businesses in the area and the public for their patience, understanding and support as we delivered this project for Torbay. We know at times it has been challenging but we hope everyone enjoys the new look harbourside.” He added: “This is the first of the Town Deal projects that we have delivered.” He continued: “We have more projects under way as we look to create a town centre that is well-connected, vibrant and provides a range of benefits for residents, businesses and visitors.” The council announced plans for a formal opening of the harbourside in Easter 2025, timed to coincide with the installation of a specially-commissioned tribute to Agatha Christie.
