Khalil Haqqani, the Taliban’s refugee minister, died in a suicide bombing attack within his ministry building in Kabul. This incident marks the movement’s most prominent loss since its re-establishment of power in Afghanistan in 2021. According to sources from the interior ministry, six additional individuals perished in the explosion as Haqqani was exiting his office. Khalil Haqqani held a senior position within the Haqqani network, an influential Taliban faction. The US had previously designated him as a global terrorist. Subsequently, the Islamic State group (IS) asserted responsibility for the assault. A report released by Amaq, IS’s “news agency,” stated that an IS militant positioned himself outside the minister’s office and detonated explosives when Haqqani emerged. Reuters news agency reported that a spokesperson for the Taliban verified Haqqani’s death at the hands of IS. Jalaluddin, Khalil Haqqani’s brother, was a renowned guerrilla commander who engaged Soviet forces in Afghanistan during the 1980s. He established the Haqqani network, which was responsible for numerous assaults throughout the Taliban’s two-decade insurgency. Sirajuddin Haqqani, who is the minister’s nephew and Jalaluddin’s son, currently serves as the interior minister within the Taliban government. Although Afghanistan’s general security conditions have seen improvement since the Taliban assumed full authority following the complete departure of foreign troops in 2021, the nation still experiences dozens of bombings and suicide attacks annually. A significant number of these incidents have been attributed to Islamic State Khorasan Province, or ISKP, which is the regional branch of the so-called Islamic State group and a prominent adversary of the Taliban.
