A police force reported that personnel at one-third of the establishments it assessed did not react appropriately to a safety initiative when approached by undercover officers. The Ask for Angela initiative, an existing program implemented in thousands of locations across the country, is designed to offer a confidential means of assistance for individuals who perceive themselves to be at risk. Hertfordshire Police indicated that among the 23 pubs, bars, and restaurants participating in the scheme that the force visited, only 16 adhered to the established protocol upon being prompted. Sgt Karl Diggins stated: “All venues were given a full debrief after the test. We also made sure to speak to seasonal staff to explain what Ask For Angela is, and why it’s important.” This nationwide program allows individuals to discreetly request assistance by inquiring with staff if they can speak to “Angela”. The police force reported that plain-clothed officers conducted visits to 14 venues in Watford, Hertfordshire, where 10 responded appropriately to the designated code word. Additionally, officers visited nine venues in Three Rivers, Hertfordshire, and personnel in six of these establishments recognized the initiative. Approximately 200 bars, pubs, restaurants, and clubs within the county have registered to participate in the Ask For Angela scheme. Significant taxpayer funds, amounting to hundreds of thousands of pounds, have been allocated for the promotion and implementation of Ask for Angela in establishments throughout England and Wales. Participation in the scheme is not compulsory for businesses under the licensing conditions within the county. Hertfordshire Police stated that if staff members in participating venues failed to recognize the code word upon prompting, officers provided them with advice and guidance. Sgt Diggins commented: “Ask For Angela is a really important initiative… our licensing officers across the county work really closely with local licensed premises to provide ongoing training, guidance and support.” He added: “Everyone should be able to enjoy a safe night out.” This safety initiative has expanded globally, reaching countries such as Canada and the Netherlands.
