A hospital has reported experiencing the highest degree of pressure on its services, citing “unprecedented” demand at its A&E department, which has resulted in ambulances queuing outside. The Royal Lancaster Infirmary’s status has been elevated to Level 4 within the NHS system for grading demand, indicating a potential risk to patient safety. The emergency department recorded 1,391 attendances, a figure the trust described as “the highest number on record,” surpassing levels observed during the peak of the coronavirus pandemic. The University Hospitals of Morecambe Bay Trust stated that over 80 patients were treated in the emergency department on both Monday and Tuesday, characterizing this as “not a safe situation.” The trust confirmed that the hospital continues to operate fully, adding: “The safety of our patients and colleagues is vital; and the decision to declare OPEL 4 acknowledges we were at a point where we cannot continue in the way we are due to the increased risk of harm.” Operational Pressures Escalation Level (OPEL) 4 signifies that a hospital is “unable to deliver comprehensive care” and that patient safety could be jeopardized. The trust indicated that it has implemented immediate measures to manage the “significant and growing demand.” Patients are advised to attend their appointments as scheduled unless they have received direct communication to the contrary. The trust stated: “Our teams continue to work exceptionally hard and we would like to reassure our patients and the public that in spite of the challenges faced, essential services remain fully open for anyone who needs them so if you require urgent medical help, please continue to come forward.” This announcement coincides with the revelation on Monday of the preferred location for the replacement of the Royal Lancaster Infirmary. The trust explained that the new hospital, to be located at Bailrigg East, is expected to allow it to resolve the “significant problems” associated with the existing ageing structures.
