The chief constable of the Police Service of Northern Ireland (PSNI) has issued an apology concerning the conduct of 74 officers. These officers violated regulations by viewing body-worn camera recordings of a drug-related arrest purely for entertainment. Their behavior has been addressed subsequent to an inquiry conducted by the Police Ombudsman. During a Policing Board meeting held on Thursday, Jon Boutcher stated that the officers’ actions stemmed from “ill-guided stupidity”. He characterized their conduct as “absolutely unacceptable” and inconsistent with the Police Service of Northern Ireland’s standards. The recording depicted an individual being apprehended for possessing illicit drugs. In the course of the event, an officer made an error while issuing a criminal caution, which resulted in “causing a colleague to laugh in the background”. The Police Ombudsman’s inquiry determined that the footage was accessed predominantly “without legitimate purpose” across 20 police stations a total of 248 times from 2019 to 2022. This included one instance where an officer viewed the recording 21 times.
