A disused library facility is being considered for conversion into an educational establishment catering to adults with special educational needs and disabilities (SEND). The former Wokingham library, situated on Denmark Street, ceased operations in September 2022 following its relocation to Carnival Place. According to proposals unveiled by Wokingham Borough Council, the site could recommence operations as a post-16 SEND hub, accommodating up to 40 young individuals, by September 2026. The council stated that this initiative would contribute to addressing the “immediate and pressing need” for post-16 provision, noting an increase in the number of children requiring specialist support. Presently, 393 individuals aged 16-25 within the borough possess an Education and Health Care Plan (EHCP). This figure is projected by the council to increase by 22% by the year 2028. Due to insufficient local provision, the council, which recorded an overspend of £1.83m in the previous financial year, is presently required to allocate funds for sending students to adjacent regions. An executive report indicated that establishing additional spaces within Wokingham could result in annual savings of approximately £1m for the council. This proposed centre would offer assistance to young adults living with autism, moderate learning difficulties, and social, emotional, and mental health requirements. Students would have access to fundamental instruction in English and Maths, alongside pertinent vocational training and independent living skills. Supported internships, facilitated by local employers, would be offered, with the objective of enabling transitions into apprenticeships or full-time employment, thereby fostering economic independence. Prue Bray, Executive member for children’s services, commented: “Using the old library means that it is ideally placed for transport links and for students to have access to a range of different employers, while at the same time maintaining the site for community use.” A determination regarding this proposal is scheduled for a council meeting on 28 November.
