Devon and Cornwall Police stated: “Some people, particularly the elderly and vulnerable, may get worried or even frightened if strangers are continually calling at their door during the evening.” The force indicated that “as a rule of thumb,” residences displaying decorations likely signal that they are “open to trick or treaters.” These posters are accessible for download from the official Devon and Cornwall Police website. Police personnel further advised: “Please respect those who don’t want to take part in trick or treating. “Stick to areas and people you know.
