Plans have been announced to allocate a £20 million budget aimed at preventing children from residing in inadequately funded and unlawfully unregistered homes. North Northamptonshire Council intends to utilize these funds to establish children’s homes throughout the county and enhance office facilities for service personnel. The authority reports that 11 children and young people in Northamptonshire are currently receiving support in illegal children’s homes due to a lack of sufficient funding. The local authority indicated that the existing level of provision in Northamptonshire results in children “not always receiving the most appropriate services locally.” The executive committee of Northamptonshire Children’s Trust’s (NCT) is scheduled to review these spending plans on 14 November. The council stated that this investment is designed to achieve “self-sufficiency” in care provision, aiming to improve outcomes for children and families. The council also noted that the trust’s £7.5 million savings program over the next three years is “critically dependent” on expanding its own portfolio of children’s homes. A detailed breakdown of the expenditure indicates that £5.2 million is allocated for NCT office accommodation. This sum encompasses leasing offices in Wellingborough to establish a local NCT hub, alongside the redevelopment of youth offending service offices situated in Kettering. The remaining £15.1 million is designated for a program that includes children’s homes, supported accommodation, and general units. The council has confirmed its intention to acquire and refurbish four new children’s homes. This initiative is projected to create 12 new care placements, five supported accommodation properties for 25 care leavers, and 16 general housing units for care leavers. If approved, the scheme is anticipated to generate an estimated £2.25 million in annual savings, according to the report. Concurrently, West Northamptonshire Council is developing an identical capital program in collaboration with the NCT.
