The reabsorption of a city’s parks by the council has been suspended following inquiries into the local authority’s financial capacity to cover their maintenance. Urban Green Newcastle (UGN) has managed 33 parks and over 60 allotments since 2019. Nevertheless, financial concerns regarding the organization led Newcastle City Council to declare in November its intention to reassume control. This initiative has now been temporarily halted following demands for additional examination, with a full council debate scheduled for January. The Liberal Democrat opposition within the Labour-administered council initiated a formal “call in” of the decision, having previously expressed apprehension about how the authority would secure the minimum £1.5m required yearly for park maintenance. According to the Local Democracy Reporting Service, Ouseburn councillor Mike Cookson stated that the public had not been “properly consulted” regarding UGN’s discontinuation. Councillor Cookson raised doubts about the financial aspects, expressing concerns that the council might “close off” access to the type of grant funding UGN had obtained since its establishment. Alex Hay, Labour’s deputy council leader, affirmed that the cabinet’s decision was “grounded in extensive work and based on sound evidence” and that UGN’s financial difficulties had become “unsustainable”. He further explained that even if UGN were not dissolved, the council would remain “indirectly exposed” to identical financial risks, as the charity would continue to seek public funds to address its shortfalls. Additionally, he cautioned that a postponement of the handover could impede the smooth transition of personnel and leave the parks in an ambiguous state. Conversely, Lib Dem councillor Gareth Kane implored the council to draw lessons from what he termed the “reckless leap in the dark” of UGN’s formation by thoroughly evaluating the consequences of a reversal. The matter was consequently referred for a discussion by the entire council. A spokesperson for the council stated: “We are in regular communication with UGN and will keep them informed throughout this process. We await the decision of members once the matter has been discussed.”
