Tom Hayhoe’s initial responsibility involves examining the £8.7 billion worth of PPE procured during the pandemic, which subsequently had to be removed from government accounts. Additionally, Mr. Hayhoe is expected to scrutinize the prior government’s decision to cease efforts to recover funds from agreements totaling £674 million. Concurrently, the National Crime Agency is conducting its own investigation into potential criminal acts within the PPE procurement framework. Chancellor Rachel Reeves has tasked him with endeavoring to retrieve public funds that were lost due to fraud and contracts that did not perform as expected, leveraging his procurement expertise gained as the former chair of an NHS trust. A source from the Treasury stated: “The chancellor has been clear that she wants this money – that belongs to the British people, and belongs in our public services like our NHS, schools, and police – back. She won’t let fraudsters who sought to profit off the back of a national emergency line their pockets.” The source added that Tom Hayhoe possesses extensive experience and, as a commissioner with full authority, will thoroughly investigate “the unacceptable carnival of waste and fraud during the pandemic.” The Department for Health and Social Care (DHSC) incurred losses amounting to three-quarters of the £12 billion it allocated for PPE during the pandemic’s initial year, primarily attributed to inflated costs and equipment failing to meet specified standards. Sir Chris Wormald, the civil servant who led the DHSC throughout the pandemic, has since been appointed as the United Kingdom’s highest-ranking civil servant, the Cabinet Secretary. PPE Medpro, a notable company associated with Baroness Michelle Mone, received government PPE contracts exceeding £200 million via a mechanism referred to as a “VIP lane.” Subsequently, her husband has accused the government of attempting to “scapegoat” the couple for its own shortcomings, instead placing blame on the DHSC and advocating for the resignation of its senior civil servant, Sir Chris. Labour’s manifesto included a pledge to appoint a fixed-term commissioner and to utilize all available methods to recover public funds lost through pandemic-related fraud and unfulfilled contracts. Mr. Hayhoe’s engagement is for a duration of one year, with support from a small team operating within the Treasury, and he will report directly to Reeves. Upon the conclusion of his contract, he is slated to present a report containing insights and suggestions for government procurement strategies in anticipation of future emergencies.
