The construction of modular “pod” homes is being considered as a means to address the need for temporary accommodation in Lincoln. These pre-fabricated structures, designed for on-site assembly, are viewed by certain local authorities and charitable organizations as a potential remedy for homelessness. The City of Lincoln Council has verified that this approach is among the options under consideration. Furthermore, the council indicated it is engaged in discussions with the proprietor of the former Debenhams retail outlet in St Mark’s shopping centre and the University of Lincoln regarding additional housing prospects. The Local Government Association has endorsed modular homes, citing their rapid construction periods and reduced expenses as potential benefits for financially constrained councils, as reported by the Local Democracy Reporting Service. An additional advantage is their portability, allowing for easy relocation between sites when necessary. Should these pre-made pods be constructed, they could diminish the Lincoln council’s dependence on hotel accommodations for individuals it is legally obligated to house. Nevertheless, Darren Turner, the City of Lincoln Council’s director of housing and investment, characterized the use of temporary accommodation as a “double-edged sword,” stating a preference for investing in permanent residences for residents requiring assistance. Councillor Gary Hewson informed the meeting that the demand for temporary housing was imposing financial strain on the council. He stated, “We get nowhere near the amount from the government to supply temporary accommodation that it costs us.” He proposed that the council investigate large student accommodations that are not at full occupancy. Additionally, the council was “talking about what we could potentially do” with the former Debenhams building, which has remained vacant since 2021.
