Kemi Badenoch has commenced the formation of her new shadow cabinet, with Rebecca Harris being named the Conservative Party’s chief whip. Badenoch’s confirmation as the party’s new leader occurred on Saturday, following her victory over Robert Jenrick. Her initial appointment is Harris, who represents Castle Point in Essex. The role of chief whip involves upholding party discipline and endeavoring to secure votes from Members of Parliament in alignment with the leadership’s preferences. The BBC reports that the appointment process is scheduled to intensify on Monday, with official declarations regarding the composition of Kemi Badenoch’s senior team anticipated on Tuesday. On Sunday, Badenoch, who achieved a historic milestone by becoming the first black woman to lead a significant political party in the UK, expressed her intention to demonstrate the Conservative party’s unity through a front bench chosen based on merit. Following the announcement of the results, the 44-year-old also suggested that Jenrick might be extended an offer for a senior position, stating to him, “you have a key role in our party for years to come”. Badenoch, who entered Parliament in 2017 subsequent to a career in banking and IT, has additionally indicated her willingness to offer roles to all Conservative members who initiated leadership campaigns in July. However, James Cleverly, the shadow home secretary who secured third place in the contest, has stated he will not be taking a position. Speaking on the BBC’s Sunday with Laura Kuenssberg programme, Badenoch acknowledged that the Conservatives had “got a lot of things wrong” prior to their election defeat in July, specifically mentioning immigration and tax, but she declined to conduct a “post-mortem” of those who held leadership before her. Regarding the Partygate scandal, she commented that the then-prime minister Boris Johnson had entered “a trap” and expressed her view that it had been “overblown.” Badenoch stated that her primary objective for the Conservatives was to restore trust, noting that the “public didn’t trust us for a whole bunch of reasons – not keeping promises but looking disunited”. Stuart Andrew, Harris’s predecessor and the MP for Daventry, who was appointed chief whip in July, posted on X that it had been “an honour and a privilege to serve as the Conservative Party Chief Whip”. He added, “Rebecca Harris is a great friend and a brilliant Whip,” and concluded, “I wish her all the best in the role.” Harris initially secured election as a Conservative MP for Castle Point in the 2010 general election, which the Conservative Party won under David Cameron’s leadership. Her previous roles include serving as assistant whip to the Treasury from June 2017 to January 2018, and as Lord Commissioner to the Treasury between January 2018 and July 2022. In 2022, she achieved a historic milestone by becoming the first woman to occupy the position of Comptroller of the Royal Household since its establishment in 1399, a role that involved her walking ahead of Queen Elizabeth II’s coffin. Following this year’s election defeat, interim Conservative leader Rishi Sunak appointed her as deputy chief whip. Positions within the shadow cabinet are allocated to members of the primary opposition party in Westminster, with the purpose of scrutinizing and challenging ministers who hold equivalent government portfolios.
