A “prolific” individual involved in human smuggling has been found guilty following his coordination of an operation valued at £1.5 million, which facilitated the transportation of migrants across the English Channel via small vessels. Pistiwan Jameel, based in Birmingham, was noted for using derogatory terms like “pigeons” and “sticks” to refer to migrants. He leveraged his connections with criminal organizations in France to organize crossings for his customers, simultaneously receiving payments within the UK. His arrest occurred after he assisted Artan Halilaj, a 39-year-old Albanian national residing in London, in illegally bringing his relative, Fiorentino Halilaj, into the UK aboard a small boat in September 2023. Jameel, aged 54, residing on Old Oscott Lane, entered a guilty plea to two charges of facilitating illegal immigration at Birmingham Crown Court on December 20 2023. Fiorentino Halilaj, 25, who has no fixed address, also confessed to one count of the identical offense. Artan Halilaj, from Crosslands in Southall, London, had contested a single charge of facilitating illegal immigration; however, he was found guilty on Tuesday following a trial, which also took place at Birmingham Crown Court. According to the National Crime Agency (NCA), surveillance personnel observed Jameel in a meeting with Artan Halilaj in Birmingham on September 1, 2023. Subsequent to this encounter, during which money was exchanged, Jameel placed a phone call and was overheard stating, “My three passengers, all good to go, all okay”. The following day, Fiorentino Halilaj traversed the Channel in a small boat. Subsequently, immigration authorities seized his phone, which was then given to the NCA and discovered to contain Jameel’s contact number. Investigators managed to intercept Jameel’s end of discussions he held with his associates, wherein he organized crossings for his clientele. He additionally voiced grievances regarding the increased competition within the human smuggling market, which he stated was depressing prices. The NCA reported that he was heard asserting he had generated at least $2 million (£1.5 million) for criminal organizations via his connections. Paul Jones, the NCA branch operations manager, commented: “It is clear from the evidence we were able to gather over the course of our investigation that Pistiwan Jameel was a prolific UK-based broker for people smuggling gangs in France.” Jones stated that the actual quantity of crossings Jameel facilitated remains unascertainable, further noting that the evidence suggested his involvement spanned a “considerable amount of time.” Sentencing for the three individuals is scheduled to take place at Birmingham Crown Court on 3 December.
