Construction has commenced on the relocation of an H&M retail outlet to a shopping complex, subsequent to a council’s approval of a £2 million loan designated for this transfer. This constitutes one of two financial provisions extended by West Northamptonshire Council to the Grosvenor Centre in Northampton. Additionally, the council will provide £1 million to Evolve, the centre’s owners, for the development of adaptable workspaces intended to facilitate remote employment. Daniel Lister, a member of the cabinet for the Conservative-led authority, stated that this initiative is designed to ensure H&M’s continued presence in Northampton, as its departure would have been probable without it. The H&M store is presently operating on Abington Street. This action represents the most recent in a sequence of endeavors undertaken by the council to improve Northampton town centre. Previously, in September, the Market Square recommenced operations following an eighteen-month renovation period. Earlier this year, the Grosvenor Centre experienced a setback with the closure of Next, for which a substitute tenant has not yet been declared; however, activity continues at the location. Signage within the centre indicates that the new H&M outlet is scheduled to commence operations in Spring 2025. Nevertheless, during a meeting of the council’s cabinet, Independent councillor Ian McCord voiced opposition to these loans, as reported by the Local Democracy Reporting Service. He articulated his view that the council ought not to “be providing loans to private sector retailers, particularly global operators with billions of pounds of turnover”. Adam Brown, the council leader, acknowledged having comparable concerns, but stated his “mind was put at ease by the level of security being sought for the loan – you couldn’t mitigate the risk any more in my view”. Furthermore, the council endorsed proposals to provide 180 complimentary two-hour parking spots within the shopping centre’s multi-storey car park. This initiative aims to draw a new leisure operator to the vacant Sainsbury’s premises, which, according to documents from the meeting, is anticipated to become a gym.
