A warehouse located in Hereford is being considered for transformation into an educational institution catering to children with special educational needs and disabilities (SEND). Pathway Schools, a London-based organization, has submitted an application for planning permission to alter the purpose of Impact House, situated on Coldnose Road within the Rotherwas enterprise zone. The proposal is to convert it into a facility capable of accommodating a maximum of 25 students and 10 employees. According to a statement accompanying the application, Herefordshire currently faces “a significant shortfall” of approximately 400 places for SEND students. The statement further indicated that Pathway has engaged “in dialogue” with Herefordshire Council regarding this initiative. The unit, constructed in the early 2000s, is presently occupied by Wye Valley Manufacturing, a company that provides medical and funeral care supplies. The application stated that “The location and building lends itself for the proposed use, having goods access, parking and the building providing appropriate space.” It also noted that an assessment of the Hereford property market revealed “limited availability” of appropriate sites. The building’s exterior would remain unchanged, apart from the addition of new signage, though new internal partitions are planned for installation. The application mentioned that since only two staff members are presently located at the site, “the proposed change of use will result in a significant increase in employment numbers,” leading to “peak traffic movements in the morning and mid-afternoon.” The existing site features 18 parking spaces, and its entrance, along with the adjacent roads, is designed to handle heavy traffic. The application specified that a travel plan would be finalized in agreement with the council. Pathway Schools was formally established as a business entity in September.
