Permission for a two-storey extension proposed for a residence in Halifax has been denied, with the reason cited as its “overbearing” nature. Naser Khan submitted an application to construct this extension at the Hopwood Lane property, which also included converting the loft space and incorporating dormer windows. The proposal drew a single objection from a local resident, who expressed concerns about potential loss of daylight and the extension’s capacity to “overwhelm” the character of the surrounding block of houses. Conversely, one letter of support was received. Nevertheless, Calderdale Council’s Planning Committee ultimately rejected the application, stating it would create an “unacceptable impact on the street scene”. The Local Democracy Reporting Service reported that the individual who supported the plans believed the extension would enhance the light in that specific section of the street. Planning officers articulated their position, stating: “The recommendation to refuse planning permission has been made because the proposed two-storey side extension if constructed would have an unacceptable impact on the street scene as well as the living conditions of a house on Hopwood Lane.” They further elaborated that “The two proposed large front dormers would, because of their scale and design, relate poorly to the prominent front elevation of the dwelling and would detract from the appearance of the wider street scene.” Councillor Mohammed Shazad Fazal put forward a motion for councillors to disregard the planning officers’ advice and approve the plans; however, his proposal failed to receive a second. He commented, “There is a dire need for more accommodation in that particular area.” Councillor Colin Hutchinson, who chairs the committee, indicated that the primary reasons for the refusal were related to the design and the “overbearing” effect it would have on adjacent properties.
