A local authority has given unanimous approval to previously contentious proposals for the revitalization of a town centre. The redevelopment scheme for Guisborough town centre had faced objections earlier in the year, particularly concerning initial plans to remove historical cobbles on Westgate. However, the final version of the design reduced the scope of alterations to the cobbles and eliminated the proposed parking bay markings. Carolyn Curr of Redcar and Cleveland Borough Council stated that she “could not have supported the original plan” but noted that the most recent design adopted a “much lighter touch.” The project is receiving £15m in funding, which the council obtained from government levelling up funds. Curr commented, “The levelling up funding represents the biggest investment in Guisborough for some time,” adding, “The town is tired and needs this investment.” The Local Democracy Reporting Service reported that the proposals involve modifications to Westgate, Chaloner Street, Market Place, Church Street, and Fountain Street. Footpaths will be expanded to create additional space for pedestrians, and outdoor seating areas will be established for local businesses. The installation of benches, cycle stands, lighting, new signage, and artwork is also part of the scheme. Historic England deemed the design acceptable, though it expressed ongoing concerns regarding the planned terracing at the north-west end of Westgate and the combination of materials intended for Chaloner Street. The council recorded 25 formal objections, in addition to a protest petition bearing 100 signatures. A primary concern raised was the potential adverse effect on local businesses. Councillor Stephen Martin commented: “Business owners may suffer in the short-term, but in the long-term it is going to benefit them and the town as a whole.” Councillor Stuart Smith, who chairs the committee, stated: “You can’t please everyone in the decisions that we make.” He added, “But this will preserve a conservation area and the historic street scene that we know and love in Guisborough.” Construction is anticipated to commence next year, contingent on the selection of a contractor.
