A knitwear manufacturer based in Guernsey has ceased sales of its hats and scarves to both the European Union (EU) and Northern Ireland. This decision, according to the company’s management, stems from new EU regulations that became effective on Friday. The EU’s General Product Safety Regulation (GPSR) introduces fresh obligations for companies in Great Britain. Among these is the mandate to appoint an authorized representative located either within Northern Ireland or the EU. Le Tricoteur communicated via social media that this development represented “another blow for small businesses,” given its “limited exports to the EU and Northern Ireland (NI).” Consequently, the company is suspending its sales. The BBC has directly contacted both Guernsey States and Le Tricoteur to solicit their comments. This regulatory alteration impacts goods destined for the EU and Northern Ireland, primarily because Northern Ireland’s Brexit agreement maintains its de facto inclusion in the EU’s single market for merchandise. The EU stated that the modification updated pre-existing regulations to account for the expansion of online trade, with the objective of enhancing consumer safeguards. A key component of this was the requirement for a “responsible person,” functioning as a compliance agent, to be situated within the EU or Northern Ireland. The EU commenced work on the GPSR in 2020, and the European Parliament formally approved it in May 2023. In its online statement, the apparel company remarked: “We understand that the consumer needs to be protected… but doing a risk assessment on a woolly jumper was never part of our business plan.” The company further indicated its intention to restart sales once it had “navigated” the new requirements.
