The Council of Ministers has announced that proposals suggesting cuts to front-line services, intended to achieve additional savings and mitigate a projected £16.8m overspend in health, will not receive support. These proposals encompassed the temporary cessation of various provisions, including hospital wards at Noble’s Hospital and the Manx Emergency Doctor Service (Meds). The council has instructed Manx Care and the Department of Health and Social Care (DHSC) to identify alternative savings that “do not directly impact patients.” This development coincides with calls for the chief minister to intervene in a pay dispute between the healthcare provider and the British Medical Association (BMA). The BMA recently confirmed that doctors on the island would be balloted for strike action for the first time. This follows Manx Care’s statement that it could not agree to the requested 12.6% pay increase for the 2023-24 pay award, deeming it “unaffordable.” In correspondence addressed to Alfred Cannan MHK, the BMA indicated that preparations for the ballot were in progress, but affirmed that a “window of opportunity to conclude an agreement and avoid industrial action” persisted. Last month, Manx Care had previously announced £5m in extensive service reductions as part of its efforts to achieve financial balance. Following a review of an additional set of cost-saving proposals, government ministers stated that these could not be implemented “due to the impact of the measures and the risk of degradation to front-line services.” Mr. Cannan commented: “No one wants to see frontline service provision diminished, but we also have a clear responsibility to deliver health and social care services within the allocated budget.” He added that an “intense period of engagement” would now take place between the DHSC and Manx Care to “improve governance and realign the mandate and service provision” with the budget allocated for the upcoming year. Teresa Cope, the chief executive of the healthcare provider, stated that it was “difficult, and at times complex” to “fully control” all facets of health and social care expenditure.
