Relatives of a young woman from Londonderry, who passed away following a collision with an Irish police (Garda) patrol vehicle, have expressed their profound devastation that no officers will face charges in connection with her death. Rebecca Browne, a 21-year-old resident of Galliagh, lost her life in May 2023 at Ludden, situated near Buncrana in County Donegal. On the night of the fatal incident, she had been in Buncrana with her cousin for an evening outing. The incident had been forwarded to the Garda Síochána Ombudsman Commission (GSOC) for review. GSOC announced in a statement issued on Thursday that Ireland’s Director of Public Prosecutions (DPP) communicated its determination against pursuing a prosecution and subsequently informed all pertinent individuals, including Ms Browne’s family and the Garda personnel implicated. GSOC indicated that while it was unable to provide additional commentary, it would “continue to engage with the Browne family in the context of coronial proceedings and any other statutory processes that may arise”. A legal representative for the Browne family characterized the DPP’s choice not to bring charges against any of the involved gardaí as “outrageous”. Conor Moylan, an attorney with Madden & Finucane Solicitors, stated that Ms Browne’s family felt “let down by the Irish state and are devastated by this decision”. Mr. Moylan asserted that the DPP “did not have the courtesy to consult the Browne family in relation to their decision”. The solicitor confirmed he had sought the “full written reasons, together with all documents, consultation notes, expert opinions and reports, and memoranda which have given rise to this decision”. He further added, “It is our intention to challenge this decision by way of judicial review.” Responding to BBC News NI, the DPP issued a statement indicating its policy not to comment on specific cases.
