Aaron Bell, a former Conservative Member of Parliament, has received a reprimand from the parliamentary standards authority concerning “brazen and drunken” sexual misconduct. It was determined that Bell had inappropriately touched a woman “on her left thigh, waist and bottom inappropriately and without her consent” within a parliamentary bar in December 2023. The Independent Expert Panel (IEP) stated that had Bell remained an MP, it would have contemplated a suspension from Parliament “for a significant period”. Mr. Bell declared his intention to resign as the Member of Parliament for Newcastle-under-Lyme earlier this year, attributing his decision to personal and family circumstances. In his response to the report, he expressed being “disappointed at the outcome” but affirmed he would not challenge the conclusions. He stated: “I apologise for any upset caused to the complainant and wish to make it clear that I did not intend to cause any distress.” He continued, “This investigation was one of the reasons I chose not to seek re-election at the general election – I have let down the loyal members of my association and thank them for the support they gave me as a Member of Parliament. I would also like to apologise to the people of Newcastle-under-Lyme, whom it was an honour to serve.” Mr. Bell concluded, “This has been a difficult time for my family and I would ask that their privacy is respected at this time.” The complaint against the former MP was filed in February 2024 and was subsequently validated. The IEP determined that Mr. Bell had “abused his position of power over the complainant”. The panel further noted: “Not only was he considerably older, but he was also a Member of Parliament therefore holding a particularly powerful role. “In addition, he was an assistant government whip which is not only a… role with considerable authority, but also… involves upholding the highest standards of conduct.” The panel emphasized, “It does not reduce the seriousness of the conduct that it took place in a bar.” They added, “Any Member of Parliament in that setting remains a person with particular power and authority. “Indeed, sexual misconduct such as this, which is both brazen and drunken, makes the conduct more serious as the level of threat is increased.” The inquiry involved interviews with the complainant, eyewitnesses, and Mr. Bell. It also examined WhatsApp communications among the individuals concerned. Mr. Bell informed the investigator that he “was clearly drunk” and was unable to “recall everything about the evening”. According to the report: “He said he remembered touching the complainant’s thigh, “probably her waist”, but he denied touching her bottom.” His explanation suggested mutual flirting, which he claimed led to his touching the complainant. “However, regarding his assertion of flirting, he further stated: ‘Probably, to be fair, more from me to her than the other way round’. “The complainant, conversely, denied any form of mutual flirting or encouragement.” The complainant conveyed to the investigator that she felt “really uncomfortable” and characterized his behavior as “incredibly brazen”. Upon reviewing the investigation, the parliamentary commissioner for standards noted that the former MP’s assertion of mutual flirting was “contradicted by the complainant’s evidence and by that of the two eyewitnesses”. The report added, “Further, the commissioner stated that the respondent’s description of the alleged mutual flirting was ‘too general to be persuasive and, in any event, would not justify touching without specific consent’.” Mr. Bell was initially elected to Parliament in 2019, securing the previously Labour-held constituency of Newcastle-Under-Lyme in Staffordshire. He had been a vocal critic of Boris Johnson concerning his management of the Partygate scandal and, in February 2022, urged the then-prime minister to resign.
