An appeal has been filed by developers following the rejection of plans for 60 residences within a substantial housing project. Grace Homes had put forward a proposal involving the demolition of existing farm structures and the subsequent construction of a residential area at Stanton Cross, situated close to Wellingborough. In March, the planning committee of North Northamptonshire Council turned down the proposals, citing concerns over viability and asserting that the development was deficient in both necessary infrastructure and affordable housing provisions. Initially, the council’s planning officers had recommended that the committee grant approval for the plans, noting the potential difficulty in defending a decision to withhold planning permission. The Local Democracy Reporting Service reported that the location for the proposed development is situated to the east of Wellingborough town centre, adjacent to Irthlingborough Grange, and was intended to feature a variety of homes ranging from one to four bedrooms. Furthermore, Grace Homes would have been required to contribute £1.5m towards remedial work to address the land’s previous usage, a factor that could influence the project’s financial feasibility and the quantity of affordable homes available. The committee members were informed that should the council insist on the complete S106 contributions (funds allocated by developers for community initiatives and amenities) and adherence to affordable housing regulations, the undertaking would cease to be financially viable. Notwithstanding these considerations, planning officers maintained their recommendation for the committee to approve the residential development proposals. Nevertheless, the members felt compelled to take into account the potential financial strain on the council and the prospect of needing to provide subsidies to the developer. Subsequently, the panel determined that the development lacked adequate infrastructure and affordable housing, and would adversely affect adjacent properties, leading to the rejection of the plans. The government’s Planning Inspectorate is now set to review the decision made by the council.
