Proposals to revitalize a town’s entrance, including a schedule for new residential construction, have been revealed. An outline planning application for up to 205 homes, encompassing some assisted care and specialized living accommodations, has been submitted for the site situated near Gladstone Street in Darlington. Darlington Borough Council stated its expectation that the project would establish a new entry point into the town centre from Northgate. The council affirmed: “The redevelopment of this part of the town is considered to have the potential to have a transformative impact on the Northgate area of the town which has become separated from the town centre to the south.” The vicinity surrounding Kendrew Street Car Park West and the Conservative Club, identified as zone A in planning documentation, is slated for new three-storey residential blocks with commercial units on the ground floor. Separate applications have been lodged to convert Dr Piper House, which borders Kendrew Street West, into apartments, as reported by the Local Democracy Reporting Service. Zone B, corresponding to the Kendrew Street Car Park East area, is also designated for housing. Council documents indicated that more units would likely be constructed here than in zone A, though their scale would be “driven by demand.” Again, three-storey accommodation blocks were put forward for this particular area. Northgate East would constitute zone C of the development, featuring several businesses, restaurants, and hot food takeaways, according to the plans. The council stated that for this development to proceed, Northgate House – a derelict tower block described as a hub for antisocial behaviour – would need to be demolished. Discussions are ongoing with the building’s owners regarding its acquisition. Up to 65 residential units have been proposed, although plans for this area are considered the most flexible, documents showed. The location may also be suitable for offices, medical services, and community spaces.
