Councillors are evaluating proposals that could lead to a reduction of speed limits to 20mph (32km/h) across the majority of roads within a city. Colchester City Council is scheduled to discuss a proposition requesting Essex Highways to explore lowering speed limits on thoroughfares designated as “where people live, work, play or learn.” Green Party councillor Mark Goacher, an advocate for the initiative, informed BBC News, “It’s mainly about saving lives and the fact that speed kills.” Rory Ling, who operates a courier business within the city, expressed concerns that the measure would be “unenforceable” and might lead to traffic congestion on heavily used routes. The proposition, introduced by Julie Young, leader of Colchester’s Labour group, is slated for discussion at an upcoming meeting next week. Should the proposal garner sufficient support from members, the Liberal Democrat-led administration intends to formally communicate with Essex Highways, asking that 30mph (48km/h) speed limits be reserved exclusively for exceptional situations. Goacher, who does not operate a vehicle, clarified, “The idea is it would be a default 20mph speed limit where people and cars are likely to meet, not busy roads out in the sticks.” He further suggested that individuals “might think differently” about undertaking brief car trips, opting instead for cycling or walking. Mr Ling contended that speed restrictions ought to be evaluated individually, as opposed to implementing a “blanket approach.” The national 20’s Plenty campaign established a local chapter in Colchester during October, a development initially reported by the Daily Gazette. This initiative followed the fatality of 13-year-old Taylen Ireton, who was struck by a vehicle on Mersea Road in the city in September. Following his death, over 1,700 individuals signed a petition earlier this year, pressing the county council to implement traffic-calming interventions on that road. Also in September, a driver exceeding the speed limit was found guilty of death by dangerous driving subsequent to his vehicle fatally hitting a 17-year-old pedestrian in central Colchester.
