The submission, presented by HJM Properties, stated: “The programme of education differs to that of a state school in that activity-based learning will be encouraged as well as off-site experiences of outdoor learning.” While worries were voiced regarding the potential traffic implications of the planned school in the vicinity, HJM Properties asserted that students would “arrive and depart at different times of the day to minimise traffic”. This publicly funded institution is projected to accommodate a maximum of 25 students and 10 staff members concurrently on its premises, according to the application. A report detailing the rationale behind the proposal’s endorsement indicated that council planning officers noted highways authorities had not opposed the construction but had asked for a traffic management strategy. Furthermore, those who opposed the plan expressed apprehension regarding “the lack of information” provided to the council.
