The Chief Minister has stated that the government faces the risk of “losing control” of healthcare spending unless Manx Care’s service delivery is aligned with its budget in the future. Manx Care has projected a £16.8m overspend, and while the organization recently announced £5m in cuts, ministers did not support further measures. Despite this, Alfred Cannan informed the House of Keys that the healthcare provider still “needed to find efficiencies” within its current annual budget of £357m. His comments were made the day after Claire Christian was appointed health and social care minister, following the resignation of Lawrie Hooper due to a funding dispute. Hooper questioned Cannan on whether he believed the health body could stay within its budget this year without reducing services, while Julie Edge asked about the source of funding to address the overspend. Cannan responded to MHKs by stating that service delivery must be “aligned” with the budget, otherwise it would lead to “serious and significant” effects on the island’s “financial sustainability.” He further stated that if politicians determined the island was not providing all the services it should, the government would “have to find the money” and “decisions need to be made.” Cannan clarified that managing Manx Care’s finances was “not all about front line services,” but that the organization could instead focus on “careful hiring,” ensuring contract staff were employed on the correct terms, and identifying efficiencies within the executive team. He noted that the Council of Ministers had taken steps to “protect front line services,” but suggested that the department might need to assess the future shape of service delivery.
