An appeal has been made for a council to undertake a “complete root and branch review” concerning its waste disposal practices. Household recycling rates have declined in County Durham, prompting Green Party councillor Jonathan Elmer to advocate for modifications. Data from 2015 onwards indicates a reduction in Durham County Council’s incineration rates, concurrently with an increase in the volume of waste directed to landfill. The council stated that it achieved the top performance in north-east England for household waste recycling during the 2022/23 period. Significant alterations were announced by the authority last month, including the provision of new containers for food waste to households and the implementation of new glass recycling regulations by 2026. During a council scrutiny meeting, Elmer addressed the recent statistics, stating: “It’s time for a complete root and branch review of our waste management strategy.” The Local Democracy Reporting Service reported that the Brandon representative additionally advised the authority against dependence on incinerators. He commented: “One of the problems with these very large facilities is it could result in a reduction of recycling rates because there’s a place for everything to be burnt.” He further added: “I’m worried that we’re locked into a direction that doesn’t seem to appear to be favoured at the moment. “It potentially impacts not only our future recycling rates but also our future carbon emissions.” Mark Wilkes, the Liberal Democrat cabinet member for climate change, affirmed that the council is “committed to introducing new and innovative ways to make it easier for residents to recycle items that would generally be disposed of as waste”. These initiatives encompass several recently launched programs for the recycling of small electrical items, vapes, medical equipment, and coffee pods. He stated: “Our waste strategy is and always will be based on the nationally agreed waste hierarchy, with re-use and repair being our top priority.”
