A local authority is reviewing proposals for the transformation of a retail complex to incorporate a hotel and “high-quality” residential units. Specifically, Basildon Council is formulating a comprehensive masterplan for Westgate Shopping Park, situated off Fodderwick within the Essex town. The initial phase of this development is projected to feature a new hotel and new residential properties, which are intended to supersede a section of a substantial, unoccupied structure currently located at the shopping park. These proposals are scheduled for discussion by the council at a cabinet meeting on December 9, following which a detailed planning application for phase one will be submitted in the spring of next year. The proposed scheme aims to integrate both residential and non-residential functions to stimulate continuous activity and enhance the evening economy. Furthermore, as reported by the Local Democracy Reporting Service, the project would incorporate supplementary areas designated for cultural and leisure amenities. A report from a council officer stated: “Phase one represents a major opportunity within the evolving town centre, introducing high-quality homes, a new landmark hotel and associated public realm that will act as a catalyst for the wider regeneration.” The council took ownership of the shopping park in June 2024, thereby gaining command over 5.41 hectares of land situated on the western periphery of the town centre. Gavin Callaghan, who serves as the leader of Basildon Council, commented: “We are bringing new opportunities, prosperity and life back to our largest town centre.
