Following a critical inspection, a comprehensive response has been devised for HMP Manchester, also known as Strangeways, a facility plagued by rodents and experiencing drug use at “catastrophic levels”. HM Inspectorate of Prisons identified this institution as the “most violent” men’s jail in England and Wales, highlighting an urgent need for enhancements. In response, the Prison Service intends to implement new CCTV systems, drone-combating netting, an updated pest control strategy, and enhanced staff training. Lord Timpson, the Minister for prisons and probation, commented that the recent inspection report constituted “dire reading” and underscored the “stark realities of the prison crisis”. The government has intervened to strengthen support, as inspectors documented significant levels of drugs and violence, including a greater incidence of weapons and serious assaults than in other prisons. Furthermore, “Dilapidated” conditions, such as numerous broken windows and inadequate cleanliness, were noted alongside the rat infestation. Prisoners granted early release in September to alleviate overcrowding characterized Strangeways, originally constructed in the 1860s, as “disgusting” and permeated by drugs and violence. Some accounts detailed rats “bigger than your hand” and effortless access to illicit substances, with drones facilitating the delivery of contraband over the facility’s walls. Lord Timpson recently visited the prison, where he met with the governor and stated that staff were “working hard to reduce violence and improve conditions.” He added, “This action plan will ensure they have the support they need.” As part of the prison’s initiatives, specialized personnel will be appointed to enhance the identification and assistance for vulnerable prisoners susceptible to self-harm. Other staff members will provide updated training to frontline officers to refine the handling of violent offenders. A revised pest control strategy is being put into effect, and a dedicated team has been established to manage pressing repairs.
