Documents indicate that contractors involved in the A66 trans-Pennine upgrade project may be accommodated in caravans situated behind a pub located by the roadside. North Yorkshire Council has received a planning application proposing the placement of 14 touring caravans at the back of the Vintage Inn, which is situated off the westbound carriageway close to Scotch Corner. The applicant is requesting authorization for these caravans to remain on site for a duration of four years, coinciding with the execution of the dualling scheme, which extends from Scotch Corner to Penrith. According to the documents, the extensive scope of the project necessitates the recruitment of operators from beyond the immediate local vicinity. The documents further noted: “Due to the remoteness of the A66 route, this will make recruiting operators locally difficult, especially considering how busy the North-East is already with projects such as the steel works regeneration and many other projects.” The document also mentioned that operators engaged in comparable projects previously established their caravans on farms. Nevertheless, given that the planned work is located within a picturesque rural region, with portions designated as an Area of Outstanding Natural Beauty, this option would be disallowed to avert an adverse effect on tourism. The supporting documentation stated: “The applicant is looking to site 14 caravans on the land to the rear of the Vintage Inn to accommodate between 14 and 18 people.” Project stipulations prohibit cars, vans, or construction traffic from entering local villages, thereby requiring that villages and towns be bypassed. Furthermore, the proposed application site offers the advantage of accessible local amenities at the A1 motorway services near Scotch Corner, where contractors can obtain food and other necessities. Construction on the A66 upgrade, transforming its entire 50-mile length into a full dual carriageway, was anticipated to commence in early 2025. However, the future of the scheme has become uncertain following the new government’s announcement of a review concerning major infrastructure projects.
