The company managing a student housing complex is proposing that its residents be permitted to remain in their accommodations after completing their studies and securing employment. The entity overseeing the Jubilee Court property, situated on Fylde Road in Preston, is additionally requesting authorization for essential personnel, such as nurses, educators, and local government employees, to also take up residence. The company asserts that the student apartment market within the city has reached saturation, indicating that an excess of available properties has led to a decline in its own occupancy levels. Fylde Road Management Company Limited (FRMC) informed Preston City Council that “one third of the current student tenants enquire about staying at the accommodation following graduation”. The company further stated that the suggested modifications to its development, which has a capacity of 246 units and commenced operations in 2016, are essential for its continued viability. In a submission made to municipal planning authorities, the firm indicated that despite a decrease in demand from students – whom it aims to keep as its primary clientele – it is currently declining applications from other individuals interested in residing in its facilities or continuing their tenancy. A planning statement clarifies: “Jubilee Court’s on-site office receives multiple enquiries each week for accommodation, mainly from young professionals who have recently graduated or are looking for cost-effective housing solutions.” It continues: “This [would] provide a platform for graduated students to access the local jobs market or provide a bridge for further education. The accommodation is also well suited to young professional key workers who want to work locally and take advantage of the very sustainable location close to the local public transport infrastructure.” According to the proposals, individuals who have graduated would be permitted to reside at the complex for a maximum of two years subsequent to finishing their academic programs. The housing facility comprises 44 apartments, featuring arrangements where five or six rooms share a communal kitchen and dining space, in addition to 20 studio bedsits.
