The financial outlay for constructing a new library has risen by over £100,000. According to Essex County Council, the unavailability of specific materials has necessitated contractors to utilize costlier substitutes for the construction of Shenfield Library. The Local Democracy Reporting Service reported that the original 1960s brick structure was dismantled in the summer of 2022, with the new development initially slated for completion this Autumn. The council stated that the inclusion of “higher specification items” by the contractor, Essex Housing, is expected to “improve the value of the private residential units” situated above the forthcoming library. Upon its completion, the location will feature an expanded, contemporary library, a meeting room, a new public garden, and an outdoor learning area. Additionally, the new construction will incorporate adaptable commercial premises. The council indicated that, after factoring in the numerous additional expenses, the overall net expenditure exceeded the budget by £136,450. A supplementary contingency fund of £30,000 has been sought to cover any potential minor modifications. Meanwhile, a provisional library service is operating from Bishops Hill on Rayleigh Road, Hutton.
