Deputies have revised their earlier proposals concerning automatic pay increases for public sector employees, less than 48 hours after initially supporting them. On Thursday, politicians endorsed a proposition put forth by Policy and Resources (P&R) to engage in consultations with the island’s public sector unions regarding modifications to staff terms. Earlier in the week, deputies had supported measures that included appointing new employees at a fixed pay rate and closing any States position that remained vacant for a period of six months. This decision had drawn strong objections from the island’s public sector unions, which asserted that the proposition from Deputies Mark Helyar would “ruin Guernsey’s public services”. The revised proposition from P&R, which aims to examine the functioning of pay progression for employees within Guernsey’s public sector, received the support of 20 deputies. These deputies endorsed a strategy to “consider the mechanisms that apply to incremental progression as it applies to public sector staff, with a view to ensuring that such progression is used consistently and fairly for the benefit of both employees and the States of Guernsey”. Furthermore, they pledged to “review what other pay progression mechanisms might otherwise be suitable for public sector staff in order to ensure that they are paid at appropriate market rates and to consult with unions before implementing any changes considered necessary”. These ultimate proposals will still require a vote as part of Guernsey’s budget for 2025.
