A police constable, previously nominated for a bravery award for rescuing individuals from a tower block blaze, has been permanently excluded from police service due to sexual impropriety. Justin Robbie, a former PC stationed in Bristol, was among the initial responders to the Twinnell House fire in 2022, where he successfully rescued two men suspended from a top-floor window ledge. He has since been terminated without notice by Avon and Somerset Police for gross misconduct, stemming from inappropriate requests and messages directed at a female colleague. Temporary Superintendent Sharon Baker stated: “There can be no place in policing for anyone acting in such an inappropriate way.” Following a two-day hearing conducted at the force’s headquarters in Portishead, the ex-police officer was determined to have violated four professional standards. The panel was informed that Mr. Robbie transmitted “inappropriate requests, communication and an unsolicited image” to a female colleague who was also employed by Avon and Somerset Police at that time. Superintendent Baker, who leads the force’s professional standards department, commented that Mr. Robbie’s behaviour “fell well below the standards required of anyone serving in the police.” She added, “He behaved in a manner that discredits the police service and will no doubt undermine public confidence.” She further stated, “His actions towards the woman violated her dignity, who he knew did not want him to behave in such a manner.“We hope this decision to bar him from working within policing ever again sends a strong message to the public that such behaviour will not be tolerated whatsoever.” In 2023, the force had recognized Mr. Robbie’s actions by nominating him for the National Police Bravery Award. This recognition followed his entry into the burning Easton tower block in September 2022 without protective gear, where he guided residents to evacuate. While one man perished in the fire, Mr. Robbie, with the aid of a firefighter, assisted in bringing two men to safety. Mr. Robbie participated in an awards ceremony held in London, and although he did not secure an award, Avon and Somerset Police had expressed at the time that they were “proud of” his nomination.
