The energy regulator for the Isle of Man has confirmed that measures are under consideration to strengthen regulations concerning gas customers with high consumption levels. The Communications and Utilities Regulatory Authority (Cura) has been responsible for regulating domestic gas provision on the island since 2021. Cura reported observing that certain Isle of Man Energy customers, predominantly large commercial users, were encountering “higher than expected tariffs.” Consequently, a consultation is scheduled for early 2025, after which its conclusions and proposed regulations will be released for Tynwald’s review, Cura further stated. This initiative comes after a resident from sheltered housing in Ramsey raised concerns, alleging that individuals residing in the complex were being “ripped off” because the managing entity was categorized as a commercial customer. Existing legislation empowers Cura to define the profit margins that the island’s sole gas provider can earn from its tariffs, and the authority conducts two mandatory reviews annually. Customers are divided into two classifications: regulated tariff customers, who are subject to the legislation, and special agreement customers, who operate under a less stringent regulatory framework. Cura indicated that upon the implementation of the current framework, the company contended that customers with high gas consumption would be safeguarded by competition from alternative fuel sources, thus “did not need to be regulated as stringently.” However, the authority noted a subsequent pattern where larger consumers have faced tariffs that were “higher than expected” for an extended duration. The upcoming consultation aims to “explore potential remedies further” to ensure that “like in the regulated tariff market, tariffs are fair for all parties,” according to Cura. Cura confirmed that initial actions would commence “in the coming weeks,” with the objective of concluding its efforts by the first half of 2025.
