The government has announced the cancellation of a project aimed at enhancing capacity at a motorway junction. This particular initiative, known as the M27 Southampton Junction 8 scheme, had been part of the previous Conservative administration’s Road Investment Strategy 2. However, documents released following Chancellor Rachel Reeves’ budget announcement indicate that the scheme was discontinued after Transport Secretary Louise Haigh determined it to be “unfunded and unaffordable.” In June 2023, former Conservative Transport Secretary Mark Harper had already opted not to approve the project, following a public inquiry conducted in 2022. National Highways had sought authorization for the work, which was intended “to improve congestion, journey time reliability, resilience and safety at the M27 Junction 8 Windhover Roundabout.” The estimated cost for this undertaking was between £25 million and £50 million. Paul Holmes, the Member of Parliament for Hamble Valley, expressed his “concern” regarding the cancellation of the work. He stated that this action would “only make congestion worse in an area with worsening bottlenecks from overdevelopment.” A letter shared by Mr. Holmes quoted Transport Minister Lilian Greenwood, who noted that the government was confronting “an extremely difficult financial inheritance.” She further explained that the project could not have proceeded without modifications following Mr. Harper’s decision the previous year, and that a redesign “would potentially result in low to poor value for money.” This specific project is distinct from the ongoing resurfacing work on the M27, which is slated to continue between Junctions 5 and 7.
