New limitations concerning the operation of wood burners and open fires in residential properties have been implemented. In Reading and Oxford, the utilization of fuels or appliances not sanctioned by the Department for Environment Food and Rural Affairs (Defra) is now prohibited. Violators of these regulations in either area may face penalties of up to £300. Both Reading Borough Council and Oxford City Council stated that the purpose of these rules was “designed to protect the public from microscopic particles that could cause serious health conditions.” Exceptions to these provisions will apply in both cities for appliances approved by Defra and fuels approved by the government. Additionally, outdoor barbecues, chimeneas, garden fireplaces, or pizza ovens are permissible, provided they do not emit smoke through a building’s chimney. Oxford City Council confirmed an exemption for moored vessels, specifically including canal boats. In Reading, this initiative superseded the 21 prior smoke control areas (SCAs) which previously encompassed approximately 62% of the town. A public consultation regarding the establishment of a borough-wide SCA occurred in autumn 2023, and Defra granted approval for the scheme in July. In Oxford, these regulations have replaced 23 former SCAs, which collectively covered slightly less than half of the city. The council’s request to expand Oxford’s SCA received government approval in May.
