An internal investigation has cleared a police officer of wrongdoing, allowing him to return to frontline duty, following an incident where he struck a cow on a road, which generated 2,000 complaints. The cow, identified as Beau Lucy, was hit in Staines-upon-Thames on June 15. This incident prompted public complaints after a video of it circulated on social media platforms. Police indicated that the review process involved examining over 250 video clips, 75 witness statements, and input from animal welfare specialists. A spokesperson stated, “While footage of the incident was distressing in nature, those involved in the incident acted within their duties, and the tactics adopted were both lawful and necessary to prevent harm to the public and property.” The spokesperson added, “As such, no further action will be taken in either the criminal investigation, or the internal misconduct matter.” Police reported that Beau Lucy, a 10-month-old calf, is currently in good health and continues to reside at a farm alongside her herd. Deputy Chief Constable Nev Kemp commented that the incident, which occurred at 00:30 BST, brought to light various concerns regarding police procedures for dealing with loose livestock. He further stated, “We appreciate the strength of feeling which remains in relation to this incident, which is why we committed to conducting a diligent and thorough investigation to determine whether any criminal offences had taken place.” Kemp also mentioned, “We have already made changes to our protocol for loose livestock.” The updated protocol now mandates the deployment of specialist roads policing teams to enhance road and public safety, and requires early communication with Surrey Fire & Rescue Service to leverage their capabilities and expertise. Police indicated that the animal had been at large since approximately 21:00 on the day prior to the incident. Surrey Police had announced the removal of the involved driver from frontline duties the day following the event.
