The operator of a city’s e-bike and e-scooter program has reported that most users utilize the service for commuting or completing errands. Beryl, a transport provider, manages the shared bike, e-bike, and e-scooter service in Norwich and has published user information in advance of the scheme’s fifth year of operation in the city. The company stated that over a million trips have been completed using its two-wheeled vehicles since March 2020. Phil Ellis, Beryl’s co-founder and chief executive, commented, “It’s really good to see the system is providing a genuine benefit for people.” The program was expanded in Norwich six months following its introduction; Norwich was the inaugural city to feature Beryl’s shared bikes, e-bikes, and scooters. Mr. Ellis noted that the initiative’s success established it as a “trailblazer,” leading to its adoption by other cities once their respective councils recognized its effectiveness. He further stated, “Having more people move around on two wheels in a city or walking really is to the benefit of everyone.” Nevertheless, e-bikes and e-scooters have garnered national criticism concerning anti-social and hazardous conduct. However, Mr. Ellis clarified that the Norwich program operates in collaboration with Norfolk County Council (NCC), which guarantees it “meets expectations and requirements of all the residents in Norwich, whether they are pedestrians, motorists, visitors or regular users.” He also mentioned the importance of establishing a robust infrastructure, where users are restricted to collecting and returning vehicles at designated fixed bays located in appropriate areas with ample pavement space. The council indicated that Beryl possesses the capability to monitor its users and can prohibit them from utilizing the service when deemed necessary. Graham Plant, NCC cabinet member for highways, infrastructure, and transport, described the service in Norwich as “hugely positive.” He further stated that the program has expanded from the city center into the suburbs, now boasting 90,000 regular users and attracting over 30 new riders each day.
