The city council is exploring options to reduce black bin collections and decrease the frequency of recycling days, as part of its efforts to achieve financial savings. According to a leaked document acquired by the Local Democracy Reporting Service, residents of Bristol might see their general waste collected every four weeks instead of the current fortnightly schedule. An alternative proposal involves consolidating all recyclable materials into a single wheelie bin, which would result in recycling collections occurring “less frequently than weekly.” The document indicates that Bristol City Council is compelled to implement cost reductions due to increasing expenses associated with waste services. Furthermore, the document states that the council aims to enhance recycling rates. It explicitly reads: “Through changes in regulation and increasing operational, inflation and investment costs, our waste and recycling service is facing an additional bill of £5million to £9million per year.“Without cost reductions we may need to reduce services and performance standards.“This amount will be reduced if we can recycle more and waste less.” A consultation, which has not yet been formally announced, is set to begin on 18 November, inviting householders to provide feedback on proposals to change black bin collections from fortnightly to either every three or four weeks. These proposals emerge after South Gloucestershire Council decided to extend the collection interval for non-recyclable household waste from every two weeks to every three weeks. The leaked document reveals that Bristol City Council intends to survey residents, asking them whether they prefer to maintain the existing arrangements or select one of three alternative options. The initial alternative suggests replacing the current box system with a larger sack for card and paper, and another large sack for plastic and cans. The second option proposes providing a separate wheeled bin for each recyclable material—card and paper, plastic and cans, and glass—with each bin being collected on an alternating weekly schedule, resulting in a three-weekly collection for each material type. The third alternative involves a single, larger capacity wheelie bin for a combined collection of paper, card, plastic, and cans, to be collected less frequently than weekly, though the document does not specify the exact frequency.
