The continued operation of an emergency Covid vaccination facility in Devon has been confirmed. The substantial green structure, situated at the periphery of Greendale Business Park in East Devon, had initially received authorization as a provisional installation. Nevertheless, a plan to retain the building secured approval from East Devon District Council’s planning committee on 23 October. The Local Democracy Reporting Service reported that planning officials voiced reservations regarding the proposition; however, councillor Ben Ingham stated that rejecting the initiative would be “bloody-minded”. This 72m (236ft)-long facility was initially erected in 2021 under emergency regulations, at a time when the government required extensive vaccination centres. Proponents of the application argued that the structure could serve a crucial role during a future emergency. A representative for Woodbury Parish Council indicated its support for the application and confirmed no complaints had been lodged. Paul Cairnes, a planning barrister representing the applicant, asserted: “Nobody disputes the NHS needs this facility as part of its surge protection policy.” Ingham mentioned that he had been among the primary architects of the development boundary for Greendale Business Park, aiming to curb its expansion, but emphasized that the centre constituted an “important contingency for the NHS”. He posed the question: “Are we going to take a pedantic decision and stick to the planning needs even though they might be outweighed by the needs of our communities?” Conversely, councillor Geoff Jung reported receiving grievances from residents, including those living near the building, which is visible from numerous vantage points. He stated: “I originally explained to residents that this building was built under government emergency powers as a temporary building and should be returned to agricultural land following the demise of Covid requirements.” He raised doubts about the judiciousness of utilizing public funds to maintain the centre’s operation. He further remarked: “I would hate to think I was party to this money pit.”
