The dissolution of the six existing county, district, and borough councils is contingent upon Warwickshire County Council receiving approval to defer local elections scheduled for next May. If the government endorses this initiative, it would facilitate the establishment of a single unitary authority across the county by 2027. The government had previously indicated its willingness to consider such election postponements, following a call for expressions of interest regarding local government restructuring. Izzi Seccombe, the Conservative leader of the authority, confirmed her intention to request a unitary authority that would maintain current geographical boundaries and be governed by a leader and cabinet, rather than a mayor. The government is poised to review all submitted expressions of interest, which must be filed by January 10, to determine the phasing of different areas. Should Warwickshire be included in the initial phase, elections for the new unitary authority would occur in May 2026, with the new entity assuming control starting April 2027. Conversely, if the government assigns Warwickshire to the second phase, elections are anticipated to proceed as originally scheduled in May 2025, with all subsequent timelines deferred by one year. Consequently, the new unitary authority would commence operations from April 2028. Despite having held no discussions with the government regarding this matter, Seccombe stated her conviction that Warwickshire was perceived as, and indeed was, “ready to go.” She further emphasized the significance of allowing Warwickshire to determine its own trajectory. “We don’t want this done to us, we want to be able to shape it ourselves,” she stated.
