Allegations have been made against Finance Secretary Mark Drakeford for allegedly violating ministerial regulations by including a political remark in a statement published on the Welsh government’s official website. This statement characterized the previous week’s Budget as “the first steps in the right direction after 14 years of economic mismanagement by previous UK governments.” Laura Anne Jones, a Conservative Senedd member, asserted that a “politically charged statement on a publicly funded website, managed by civil servants” constituted a violation of the ministers’ code of conduct. In response, the Welsh government stated that ministers possess the “entitled” right to voice their opinions concerning the actions of other UK governments. Jones, who represents South Wales East, has brought this issue to the attention of the first minister and requested that Eluned Morgan obtain clarification on whether a transgression has taken place. In her correspondence, Jones indicated that the statement appears to contravene government guidelines stipulating that “communications should be objective and explanatory, avoiding bias or critical tones that could undermine constructive relationships with opposition groups.” The code of conduct, which Welsh ministers are obliged to adhere to, specifies that “government communications should seek to explain the decisions of the government of the day in a balanced and objective way.” Furthermore, the guidance dictates: “Government communications should not attack or be critical of groups which may oppose a decision or policy.” Drakeford’s statement, which civil servants published on the Welsh government website, commended Chancellor Rachel Reeve’s Budget as an initial move toward “repairing the damage caused over the last 14 years by previous UK governments.” The statement additionally asserted that “it marks the first steps in the right direction after 14 years of economic mismanagement by previous UK governments and the impact its decisions have had on people and communities.” A spokesperson for the Welsh government commented: “Welsh ministers are fully entitled to express their views on the actions of other governments across the United Kingdom, and the context in which they take their own decisions.” They added that “The member will receive a response to her letter in due course.”
