Permission to sell alcoholic beverages has been denied to a bar and restaurant chain for a new establishment situated along the path of the Otley Run pub crawl. Loungers UK had sought a license to offer drinks at the location in Headingley Central, previously known as the Arndale Centre, on Otley Road. The company stated its intention for the establishment to be “food-led” and to prohibit entry to Otley Run participants. Nevertheless, the application was rejected following testimony heard by Leeds City Council regarding issues caused by the Otley Run, including public urination and sexual acts in the street. During a meeting held on 12 December, the council reported receiving 99 objections to the proposition and heard accounts from local residents and councillors detailing how substantial crowds would gather in Headingley on weekends. A report from that meeting stated: “Following further consideration it was resolved to refuse the application.” The Local Democracy Reporting Service indicated that Loungers UK had been requested to restrict alcohol service at the premises to only accompany food, but the company did not accept this condition. Additionally, worries were voiced during the meeting that local bars were expanding their operations to accommodate Otley Run participants.
