A motorist who, while under the influence of drugs, collided with a cyclist and subsequently fled the scene as her victim lay mortally wounded, has been incarcerated. David Burrows, aged 59, was riding his bicycle to his workplace in St Helens on December 1, 2023, when he was struck by a Skoda Fabia operated by Anya Foster. He succumbed to his injuries in hospital a short time later. Foster pleaded guilty to charges including causing death by careless driving while exceeding the legal limit for two controlled substances, operating a vehicle while impaired by drugs, failing to stop following a collision, and neglecting to report the incident. The 32-year-old individual, a resident of St Helens, received a sentence of six years and eight months in prison at Liverpool Crown Court on Tuesday. Testimony presented in court indicated that Foster struck Mr. Burrows, a St Helens resident, on Islands Brow, near its intersection with Hinckley Road. Foster, whose address is Gloucester Street, left the scene but was apprehended later on the same day. Detective Sergeant Simon Duffy, representing Merseyside Police’s Matrix Serious Collision Investigation Unit, stated: “Foster’s reckless and selfish driving resulted in the death of an innocent man whilst he was riding to work, completely devastating his family.” He further commented that Foster “chose to flee and began to weave a web of lies,” making multiple attempts to deceive law enforcement. Det Sgt Duffy concluded by adding: “Our thoughts remain firmly with David’s family and friends as they continue to deal with the devastating outcome of this heart-breaking incident every day.” Merseyside Police is preparing to initiate its yearly campaign against drink and drug driving, known as Op Limit.
