Israel’s military has cautioned Lebanese residents against going back to 60 communities located in southern Lebanon, coming three days after a truce began following over a year of conflict with the Shia armed organization Hezbollah. The Israel Defense Forces (IDF) released a map illustrating a strip of land extending several miles inland, stating that inhabitants should not re-enter this area. It further indicated that individuals who did so would be exposing themselves to peril. Over one million Lebanese individuals have been displaced due to the hostilities, primarily from the southern region. Additionally, tens of thousands of Israeli citizens have also been displaced. The cessation of hostilities became effective on Wednesday morning, despite officials from both Israel and Lebanon having already accused one another of violating the agreement. On Thursday, the IDF reported that its troops discharged artillery and conducted aerial attacks targeting locations in southern Lebanon. It further stated that it had engaged suspects after observing movement at a Hezbollah arms depot and vehicles reaching various locations, actions it deemed to be in violation of the ceasefire. Lebanon, for its part, charged Israel with infringing the accord “multiple times” and declared it was observing developments. A multinational oversight body, comprising delegates from the US, France, and the United Nations Interim Force in Lebanon (Unifil), was established as part of the ceasefire arrangement to ensure adherence to its provisions. During his initial interview since the declaration of the ceasefire, Israeli Prime Minister Benjamin Netanyahu stated that he had directed the IDF to conduct “an intensive war” if Hezbollah were to perpetrate a “massive violation” of the truce. He remarked in the interview with Israel’s Channel 14 that the ceasefire “can be short”. According to the stipulations of the accord, facilitated by the US and France, Israeli troops are to pull out of southern Lebanon concurrently with the deployment of the Lebanese army, with no other armed factions permitted to operate in the zone. This process is slated for completion within 60 days from the commencement of the ceasefire. The territory that the IDF advised residents not to re-enter extends from Mansouri along the coastline to Shebaa in the eastern part of the country. On Wednesday, the Lebanese military cautioned inhabitants against returning to locations occupied by Israeli forces prior to their withdrawal. Israel launched an incursion into southern Lebanon early last month, following the IDF’s escalation of military operations against Hezbollah. Hezbollah initiated the ongoing conflict with Israel by launching rockets into northern Israel and its vicinity on 8 October 2023, one day after Hamas’ unparalleled assault on Israel from Gaza, which resulted in approximately 1,200 fatalities. Hezbollah stated its actions were in solidarity with the Palestinians, occurring after Israel’s response to the Hamas attack with a large-scale military operation in Gaza. The health ministry administered by Hamas reports that a minimum of 44,330 Palestinians have died in the Israeli offensive. Since October 8, Israel and Hezbollah have engaged in increasingly intense exchanges of fire. The Lebanese health ministry indicated that Israeli attacks had caused the deaths of at least 3,961 individuals and wounded 16,520 others during that timeframe. These statistics do not distinguish between non-combatants and fighters. According to Israeli authorities, Hezbollah’s assaults have claimed the lives of 31 soldiers and 45 civilians within Israel. An additional 45 Israeli soldiers have perished while engaged in combat in southern Lebanon. In his initial statement following the accord, Hezbollah chief Naim Qassem declared that the organization would collaborate with the Lebanese army to enact the ceasefire. Hezbollah, he asserted, had secured a significant triumph by thwarting Israel’s efforts to dismantle it. This perspective might resonate with its adherents but not with others, considering the extensive human casualties and widespread devastation of territory and assets in Lebanon.
